      樂化集團(tuan)董(dong)事長沈孝業,不(bu)但是(shi)山東(dong)省優秀共產(chan)黨員(yuan)、省勞動模范(fan),還是(shi)縣市省三級人大(da)代表。
  沈孝業(ye)觀察到:下地干農活(huo)的(de)老(lao)人,有些(xie)快80歲(sui)了(le),精(jing)神(shen)(shen)頭很足;有些(xie)剛(gang)60歲(sui)出頭,但精(jing)神(shen)(shen)差(cha)(cha)多(duo)了(le)。 他們的(de)差(cha)(cha)別,主要不在身體(ti)狀況,而是因(yin)為(wei)高(gao)齡(ling)老(lao)人是從企業(ye)退休的(de),本就(jiu)有一份養老(lao)金,下地干活(huo)是圖個樂子(zi);低齡(ling)老(lao)人則當(dang)了(le)一輩子(zi)農民,種地是為(wei)了(le)生存,也就(jiu)多(duo)了(le)點艱(jian)辛。
  遐(xia)想將(jiang)來,沈孝(xiao)業(ye)兀然自(zi)警(jing):自(zi)己將(jiang)來年(nian)邁,廠(chang)里(li)的職(zhi)工也有年(nian)邁時。真到(dao)了(le)那一(yi)(yi)天(tian),千萬不可出現(xian)自(zi)己或少(shao)部分職(zhi)工生活有保(bao)障、廣(guang)大職(zhi)工難以(yi)安(an)享(xiang)晚年(nian)的一(yi)(yi)幕(mu)。為(wei)了(le)現(xian)在、將(jiang)來他能坦然面(mian)對(dui)自(zi)己企業(ye)的所有職(zhi)工,他認準了(le)一(yi)(yi)個理:對(dui)職(zhi)工要(yao)一(yi)(yi)視同(tong)仁,要(yao)處理好企業(ye)的眼前利益(yi)和長遠(yuan)利益(yi)的關(guan)系,從(cong)訂立勞(lao)動(dong)合同(tong)到(dao)參保(bao)繳費,一(yi)(yi)切國家法律規(gui)定的事(shi),都要(yao)認真執(zhi)行(xing)。

  被人們譽為(wei)(wei)(wei)山東省(sheng)昌樂(le)縣民營經(jing)濟領頭雁(yan)的(de)(de)(de)樂(le)化(hua)漆業(ye)(ye)股(gu)份有限公司(si)(si)(si),是樂(le)化(hua)集團下屬(shu)的(de)(de)(de)一家(jia)擬上(shang)市公司(si)(si)(si)。該公司(si)(si)(si)擁有總資產2.1億元(yuan),職(zhi)(zhi)工800余人。多年(nian)來,樂(le)化(hua)漆業(ye)(ye)股(gu)份有限公司(si)(si)(si)堅持(chi)以(yi)現代化(hua)的(de)(de)(de)管理(li)(li)理(li)(li)念(nian)運(yun)作經(jing)營,注重以(yi)經(jing)濟效益和(he)社(she)會(hui)效益同步增長。在經(jing)濟效益逐年(nian)提高,年(nian)利稅實(shi)現3000余萬(wan)元(yuan)的(de)(de)(de)基礎上(shang),公司(si)(si)(si)積極發(fa)展(zhan)職(zhi)(zhi)工保(bao)(bao)險福(fu)利事(shi)業(ye)(ye)。在為(wei)(wei)(wei)不少老(lao)職(zhi)(zhi)工參(can)加社(she)會(hui)保(bao)(bao)險多年(nian)后(hou),今(jin)年(nian)起,又(you)為(wei)(wei)(wei)600多名農民工辦理(li)(li)了養老(lao)、工傷、失(shi)業(ye)(ye)、醫療(liao)四(si)項保(bao)(bao)險手續,為(wei)(wei)(wei)此年(nian)增繳社(she)會(hui)保(bao)(bao)險費150萬(wan)元(yuan)。該企業(ye)(ye)的(de)(de)(de)行為(wei)(wei)(wei),為(wei)(wei)(wei)全縣經(jing)濟和(he)社(she)會(hui)保(bao)(bao)障(zhang)事(shi)業(ye)(ye)的(de)(de)(de)發(fa)展(zhan)起到了很(hen)好(hao)的(de)(de)(de)示范帶動作用。
  作為(wei)民營(ying)企(qi)業(ye)(ye)(ye),山東(dong)樂化漆業(ye)(ye)(ye)股份有(you)限公司用工(gong)(gong)(gong)(gong)(gong)(gong)多為(wei)年(nian)輕的(de)農民工(gong)(gong)(gong)(gong)(gong)(gong)。由于受環境和自(zi)身素質影(ying)響,他(ta)們不僅缺少對(dui)(dui)勞動合同、社會(hui)(hui)保險等法規政策的(de)了(le)解,還普遍認為(wei):現在(zai)年(nian)輕,投不投保無所(suo)謂,只(zhi)要工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)高就行。按一(yi)般(ban)經營(ying)者的(de)觀念,既(ji)(ji)然職工(gong)(gong)(gong)(gong)(gong)(gong)不愿參(can)保,也(ye)就順(shun)水推(tui)舟算了(le)。但是(shi),該(gai)公司老總沈孝(xiao)業(ye)(ye)(ye)卻(que)認為(wei):“不為(wei)職工(gong)(gong)(gong)(gong)(gong)(gong)辦(ban)理勞動合同和社會(hui)(hui)保險,既(ji)(ji)是(shi)對(dui)(dui)職工(gong)(gong)(gong)(gong)(gong)(gong)合法權(quan)益的(de)侵害(hai),對(dui)(dui)職工(gong)(gong)(gong)(gong)(gong)(gong)的(de)未來(lai)(lai)不負責(ze)任,也(ye)是(shi)對(dui)(dui)企(qi)業(ye)(ye)(ye) 的(de)健(jian)康發展設置障礙。”他(ta)曾在(zai)股東(dong)大會(hui)(hui)上(shang)說(shuo):“我(wo)(wo)們要正確處理好眼前利(li)益與(yu)長遠利(li)益的(de)關系,現在(zai)不為(wei)職工(gong)(gong)(gong)(gong)(gong)(gong)參(can)保繳費,看似節(jie)省了(le)資(zi)金,但將來(lai)(lai)職工(gong)(gong)(gong)(gong)(gong)(gong)的(de)老有(you)所(suo)養、病(bing)有(you)所(suo)醫(yi)等問(wen)題會(hui)(hui)給我(wo)(wo)們企(qi)業(ye)(ye)(ye)帶來(lai)(lai)沉(chen)重的(de)包袱。從(cong)另一(yi)角(jiao)度說(shuo),為(wei)職工(gong)(gong)(gong)(gong)(gong)(gong)參(can)保繳費,能增強(qiang)職工(gong)(gong)(gong)(gong)(gong)(gong)干(gan)事業(ye)(ye)(ye)的(de)積極(ji)性(xing),激發企(qi)業(ye)(ye)(ye)活力,理順(shun)職工(gong)(gong)(gong)(gong)(gong)(gong)管理關系。再說(shuo),職工(gong)(gong)(gong)(gong)(gong)(gong)將我(wo)(wo)們企(qi)業(ye)(ye)(ye)當(dang)作衣(yi)食之(zhi)本,我(wo)(wo)們也(ye)得為(wei)他(ta)們負起這份責(ze)任啊!”

  采(cai)訪中(zhong),記(ji)者還了(le)解到,對企(qi)業(ye)(ye)(ye)“強(qiang)制”職工參加(jia)(jia)社(she)(she)會保(bao)險的(de)(de)舉措(cuo),也有個別(bie)人不能(neng)接受(shou),因為(wei)參保(bao)后個人需繳納部分社(she)(she)保(bao)費,表面看(kan)收有所降低。他(ta)(ta)們(men)竟然為(wei)此離開了(le)該(gai)企(qi)業(ye)(ye)(ye)。沈孝業(ye)(ye)(ye)在為(wei)他(ta)(ta)們(men)惋惜(xi)之(zhi)余,堅定(ding)地(di)表示:作為(wei)有責任感的(de)(de)企(qi)業(ye)(ye)(ye)家,我(wo)們(men)必須(xu)既想到職工的(de)(de)現在,也考慮他(ta)(ta)們(men)的(de)(de)未來。參加(jia)(jia)社(she)(she)會保(bao)險對職工、對企(qi)業(ye)(ye)(ye)都(dou)是有好(hao)(hao)處的(de)(de),無(wu)論如(ru)何(he),我(wo)們(men)要堅持這么做。他(ta)(ta)還說:“作為(wei)人大(da)代表,我(wo)要建議政府,采(cai)取更強(qiang)硬手(shou)段(duan),解決好(hao)(hao)民營(ying)企(qi)業(ye)(ye)(ye)和農(nong)民式參保(bao)問題,要將所有類(lei)型企(qi)業(ye)(ye)(ye)、不同身份職工都(dou)納入(ru)社(she)(she)會保(bao)障的(de)(de)覆蓋范圍(wei)。”
