沈孝業 企業家要為職工將來著想

      樂化集(ji)團董事(shi)長沈孝(xiao)業,不但(dan)是山東省(sheng)優(you)秀共(gong)產黨員、省(sheng)勞動模范(fan),還(huan)是縣市(shi)省(sheng)三級(ji)人大代表。
  沈孝業(ye)觀察到:下地(di)干(gan)農活的老人,有(you)(you)些(xie)快80歲(sui)(sui)了,精神頭(tou)很足(zu);有(you)(you)些(xie)剛(gang)60歲(sui)(sui)出頭(tou),但精神差多(duo)了。 他們的差別(bie),主(zhu)要不在(zai)身體(ti)狀況,而是因為高齡老人是從企業(ye)退休(xiu)的,本就(jiu)有(you)(you)一份養老金,下地(di)干(gan)活是圖個(ge)樂子;低齡老人則當(dang)了一輩子農民,種地(di)是為了生存,也就(jiu)多(duo)了點艱辛。
  遐想將來,沈孝業(ye)兀然(ran)自(zi)警:自(zi)己(ji)將來年(nian)邁,廠里的(de)職(zhi)工(gong)(gong)也有(you)(you)年(nian)邁時。真到(dao)了(le)那一(yi)天,千萬不(bu)可出現(xian)自(zi)己(ji)或少部分(fen)職(zhi)工(gong)(gong)生活有(you)(you)保障、廣大(da)職(zhi)工(gong)(gong)難以安享晚年(nian)的(de)一(yi)幕。為(wei)了(le)現(xian)在、將來他(ta)能坦(tan)然(ran)面對(dui)自(zi)己(ji)企業(ye)的(de)所有(you)(you)職(zhi)工(gong)(gong),他(ta)認準了(le)一(yi)個(ge)理(li):對(dui)職(zhi)工(gong)(gong)要一(yi)視同仁,要處理(li)好企業(ye)的(de)眼前利(li)益和長遠利(li)益的(de)關(guan)系,從(cong)訂立勞動合同到(dao)參保繳費,一(yi)切國家法律規定的(de)事,都要認真執行(xing)。

  被(bei)人們譽(yu)為山(shan)東(dong)省昌樂(le)縣民(min)營經(jing)濟(ji)(ji)領頭(tou)雁(yan)的(de)樂(le)化漆業(ye)股份有限公(gong)司(si),是樂(le)化集團下屬的(de)一家擬上(shang)市公(gong)司(si)。該公(gong)司(si)擁有總資產2.1億(yi)元,職(zhi)(zhi)工(gong)(gong)(gong)800余人。多年(nian)(nian)(nian)來,樂(le)化漆業(ye)股份有限公(gong)司(si)堅持以現代化的(de)管理理念(nian)運作經(jing)營,注重以經(jing)濟(ji)(ji)效益(yi)和社(she)(she)會(hui)效益(yi)同步增長。在經(jing)濟(ji)(ji)效益(yi)逐年(nian)(nian)(nian)提高,年(nian)(nian)(nian)利稅實現3000余萬元的(de)基礎上(shang),公(gong)司(si)積極發展(zhan)職(zhi)(zhi)工(gong)(gong)(gong)保險福利事業(ye)。在為不少老職(zhi)(zhi)工(gong)(gong)(gong)參加社(she)(she)會(hui)保險多年(nian)(nian)(nian)后,今年(nian)(nian)(nian)起,又為600多名農(nong)民(min)工(gong)(gong)(gong)辦理了養老、工(gong)(gong)(gong)傷、失業(ye)、醫療四項(xiang)保險手續,為此年(nian)(nian)(nian)增繳社(she)(she)會(hui)保險費150萬元。該企業(ye)的(de)行為,為全(quan)縣經(jing)濟(ji)(ji)和社(she)(she)會(hui)保障事業(ye)的(de)發展(zhan)起到了很好的(de)示范帶動(dong)作用。
  作為(wei)(wei)(wei)民營企業(ye),山東樂化漆業(ye)股(gu)份有(you)限公司用(yong)工(gong)(gong)多(duo)為(wei)(wei)(wei)年輕的(de)(de)(de)農(nong)民工(gong)(gong)。由于受環境(jing)和(he)自身素(su)質影響,他們(men)(men)不(bu)(bu)僅缺少對勞動合(he)同、社(she)會保(bao)險(xian)等法規政策的(de)(de)(de)了(le)解,還普遍(bian)認(ren)為(wei)(wei)(wei):現在(zai)年輕,投(tou)不(bu)(bu)投(tou)保(bao)無所(suo)(suo)謂,只要(yao)工(gong)(gong)資高(gao)就行(xing)。按一(yi)般經營者的(de)(de)(de)觀念,既然職(zhi)(zhi)(zhi)工(gong)(gong)不(bu)(bu)愿參(can)保(bao),也(ye)就順水推舟(zhou)算了(le)。但是,該公司老總沈孝(xiao)業(ye)卻認(ren)為(wei)(wei)(wei):“不(bu)(bu)為(wei)(wei)(wei)職(zhi)(zhi)(zhi)工(gong)(gong)辦理(li)(li)(li)(li)勞動合(he)同和(he)社(she)會保(bao)險(xian),既是對職(zhi)(zhi)(zhi)工(gong)(gong)合(he)法權(quan)益(yi)(yi)的(de)(de)(de)侵(qin)害(hai),對職(zhi)(zhi)(zhi)工(gong)(gong)的(de)(de)(de)未來(lai)(lai)不(bu)(bu)負(fu)責任,也(ye)是對企業(ye) 的(de)(de)(de)健康發(fa)展設置障礙。”他曾(ceng)在(zai)股(gu)東大會上說:“我們(men)(men)要(yao)正確處理(li)(li)(li)(li)好(hao)眼(yan)前(qian)利(li)益(yi)(yi)與(yu)長(chang)遠利(li)益(yi)(yi)的(de)(de)(de)關(guan)系,現在(zai)不(bu)(bu)為(wei)(wei)(wei)職(zhi)(zhi)(zhi)工(gong)(gong)參(can)保(bao)繳費,看似節省了(le)資金(jin),但將(jiang)來(lai)(lai)職(zhi)(zhi)(zhi)工(gong)(gong)的(de)(de)(de)老有(you)所(suo)(suo)養、病有(you)所(suo)(suo)醫(yi)等問題(ti)會給(gei)我們(men)(men)企業(ye)帶(dai)來(lai)(lai)沉重的(de)(de)(de)包袱。從另(ling)一(yi)角度說,為(wei)(wei)(wei)職(zhi)(zhi)(zhi)工(gong)(gong)參(can)保(bao)繳費,能增強職(zhi)(zhi)(zhi)工(gong)(gong)干事業(ye)的(de)(de)(de)積極性,激發(fa)企業(ye)活力(li),理(li)(li)(li)(li)順職(zhi)(zhi)(zhi)工(gong)(gong)管理(li)(li)(li)(li)關(guan)系。再說,職(zhi)(zhi)(zhi)工(gong)(gong)將(jiang)我們(men)(men)企業(ye)當作衣食之本,我們(men)(men)也(ye)得為(wei)(wei)(wei)他們(men)(men)負(fu)起這(zhe)份責任啊!”
  沈孝業(ye)(ye)(ye)(ye)(ye)(ye)是一(yi)個(ge)具(ju)有現(xian)代經(jing)營意(yi)識的(de)(de)(de)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)家,一(yi)貫堅持依(yi)法納稅、依(yi)法管(guan)理(li)(li)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)和工(gong)(gong)(gong)(gong)(gong)人。在(zai)他(ta)(ta)們企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),規(gui)范職工(gong)(gong)(gong)(gong)(gong)勞(lao)(lao)(lao)動(dong)(dong)保(bao)(bao)障(zhang)關系作為(wei)(wei)實施(shi)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)人性化管(guan)理(li)(li)的(de)(de)(de)重要內(nei)容(rong),一(yi)直保(bao)(bao)持著。公(gong)司(si)多年來,經(jing)常(chang)邀請(qing)縣(xian)勞(lao)(lao)(lao)動(dong)(dong)保(bao)(bao)障(zhang)局的(de)(de)(de)同志來公(gong)司(si)為(wei)(wei)職工(gong)(gong)(gong)(gong)(gong)講解勞(lao)(lao)(lao)動(dong)(dong)保(bao)(bao)障(zhang)政策,幫助(zhu)(zhu)職工(gong)(gong)(gong)(gong)(gong)轉變觀念(nian),提高社(she)會保(bao)(bao)障(zhang)意(yi)識。在(zai)縣(xian)勞(lao)(lao)(lao)動(dong)(dong)保(bao)(bao)障(zhang)監察大(da)隊的(de)(de)(de)指(zhi)導下,公(gong)司(si)為(wei)(wei)所(suo)有職工(gong)(gong)(gong)(gong)(gong)辦理(li)(li)招工(gong)(gong)(gong)(gong)(gong)手(shou)續(xu)、訂立勞(lao)(lao)(lao)動(dong)(dong)合(he)同制(zhi)時(shi),主(zhu)動(dong)(dong)加(jia)入(ru)(ru)(ru)維護職工(gong)(gong)(gong)(gong)(gong)權(quan)利的(de)(de)(de)內(nei)容(rong)。以前,列入(ru)(ru)(ru)的(de)(de)(de)內(nei)容(rong)有職工(gong)(gong)(gong)(gong)(gong)有權(quan)拒(ju)絕不安(an)全、不合(he)法的(de)(de)(de)工(gong)(gong)(gong)(gong)(gong)作指(zhi)令(ling)等(deng)(deng),現(xian)在(zai),又將(jiang)必須辦理(li)(li)社(she)會保(bao)(bao)險(xian)手(shou)續(xu)的(de)(de)(de)內(nei)容(rong)加(jia)入(ru)(ru)(ru)其中,而且,辦理(li)(li)過程中,他(ta)(ta)們堅持高標準、嚴要求、上檔次,從促進企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)發展著眼(yan),向正(zheng)規(gui)國有企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)看齊,認真執行國家的(de)(de)(de)勞(lao)(lao)(lao)動(dong)(dong)保(bao)(bao)障(zhang)法規(gui)政策,消(xiao)除職工(gong)(gong)(gong)(gong)(gong)身份差別(bie),堅持將(jiang)農民(min)工(gong)(gong)(gong)(gong)(gong)與企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)內(nei)部的(de)(de)(de)固定工(gong)(gong)(gong)(gong)(gong)同等(deng)(deng)待遇、同比例(li)繳(jiao)費。大(da)多數農民(min)工(gong)(gong)(gong)(gong)(gong)身份的(de)(de)(de)職工(gong)(gong)(gong)(gong)(gong),對企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)從根本上解決他(ta)(ta)們將(jiang)來的(de)(de)(de)老(lao)有所(suo)養、病(bing)有所(suo)醫、失有所(suo)助(zhu)(zhu)的(de)(de)(de)問題積極擁護。當記者在(zai)該企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)與一(yi)農民(min)工(gong)(gong)(gong)(gong)(gong)談起(qi)參保(bao)(bao)問題時(shi),她很感慨地說:“俺農民(min)也(ye)能像(xiang)城里的(de)(de)(de)正(zheng)式工(gong)(gong)(gong)(gong)(gong)一(yi)樣入(ru)(ru)(ru)社(she)會保(bao)(bao)險(xian),到時(shi)候退(tui)休領工(gong)(gong)(gong)(gong)(gong)資,真有點(dian)不敢相信(xin),企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)確實為(wei)(wei)我(wo)們做(zuo)了一(yi)件大(da)好事。今后,我(wo)們要加(jia)倍(bei)工(gong)(gong)(gong)(gong)(gong)作,創造(zao)更(geng)多的(de)(de)(de)價值,對得(de)起(qi)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),對得(de)起(qi)這(zhe)好政策。”
  采訪(fang)中(zhong),記者還(huan)了解到(dao),對企(qi)業(ye)(ye)“強(qiang)制”職(zhi)工(gong)參(can)加社(she)會保險(xian)的(de)(de)(de)舉措,也(ye)有(you)個別人(ren)不(bu)能接(jie)受(shou),因為參(can)保后(hou)個人(ren)需繳納部分社(she)保費,表(biao)(biao)面看收有(you)所(suo)降(jiang)低(di)。他們(men)竟然為此離開了該企(qi)業(ye)(ye)。沈孝業(ye)(ye)在為他們(men)惋惜之余,堅定(ding)地表(biao)(biao)示(shi):作(zuo)(zuo)為有(you)責(ze)任(ren)感的(de)(de)(de)企(qi)業(ye)(ye)家(jia),我們(men)必須既想(xiang)到(dao)職(zhi)工(gong)的(de)(de)(de)現在,也(ye)考慮他們(men)的(de)(de)(de)未來(lai)。參(can)加社(she)會保險(xian)對職(zhi)工(gong)、對企(qi)業(ye)(ye)都(dou)是(shi)有(you)好處的(de)(de)(de),無論如何,我們(men)要堅持這(zhe)么做。他還(huan)說(shuo):“作(zuo)(zuo)為人(ren)大代(dai)表(biao)(biao),我要建(jian)議政府,采取更強(qiang)硬手段,解決(jue)好民營企(qi)業(ye)(ye)和(he)農民式參(can)保問題,要將所(suo)有(you)類型企(qi)業(ye)(ye)、不(bu)同身(shen)份職(zhi)工(gong)都(dou)納入社(she)會保障的(de)(de)(de)覆(fu)蓋范圍。”
